When the school board decided on a two-tiered election process, members argued that the historically large field of candidates for school board in the November elections meant that voters couldn't become informed enough on each candidate. As it turned out, only seven candidates ended up on the primary ballot, and six -- two for each of the three open seats -- advanced to the general election. The primary, which will cost CPS an estimated $130,000 when the bill is sent next month, served to eliminate only one candidate. That prompted one board member to say she might not have OK'd the idea if she knew how expensive it was going to be.

In the fall of 2003 Denver Public Schools recorded the number of letters on average that a child from a high income English speaking family could recognize, versus a child from a low income Spanish speaking family. A child from the first group might recognize some 24 letters of the alphabet, a child from the latter might recognize fewer than five letters. Spanish speaking children are the fastest growing demographic in DPS.
