AS THE National Independence Festival of Creative Arts (NIFCA) has reached its 33rd year, the time has come for Barbados to re-evaluate its cultural product. This is the view of Acting Prime Minister and Minister of Education, Youth Affairs and Sports, Reginald Farley. Speaking during the Awards Ceremony for NIFCA 2005 at Ilaro Court, Farley stated that cultural creation in any discipline built social cohesion and strengthened Barbados national identity. He said after 33 years, the organisers of NIFCA now have to examine initiatives they have put in place and determine whether they have been effective in taking Barbados cultural programmes to their highest levels. Farley also urged the NCF to invest in areas where artists could reap the maximum commercial benefit and work with the artists and help them to earn a decent living not only here, but across the world . He also pointed out that CARIFESTA nine is scheduled for Trinidad next year and challenged the NCF to choose the best representation of Barbadian culture to attend the event.

A multimedia demonstration of this first phase of the Trans- Pacific Internet University was presented by the APEC Study Center at the University of Washington. It included a fly-through of the Virtual Campus demonstrating the varied functions and capabilities of the APEC Education Network, combined with a live interactive video- conference involving students in four member's universities from across the entire region: Mindanao State University (Philippines), University of Chile, three Korean universities (Seoul National University, Korea University, Yonsei University), and the University of Washington. Student representatives spoke with ministers about how they will use the Education Network to share their expertise, pool information and develop findings that can benefit the region. The APEC Education Network is an Internet-based interactive network linking scholars, students, scientists, business leaders and policy makers. Its primary purpose is to facilitate research, collaboration and educational exchange regarding the critical economic, political, health care, resource management and scientific policy issues in the world's most rapidly developing region.
